12/30/19 Baldwin Special Town Meeting Warrant

To Connie Warren, a resident of the Town of Baldwin, in the County of Cumberland, Maine.


Greetings:

In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of the said Town of Baldwin, qualified by law to vote in said town affairs, to assemble at the Town Office, Baldwin, in said town on Monday, December 30, 2019, at 7:00 p.m., to act on the following article to wit.


  • Article 1. To choose or elect a moderator to preside at said meeting.

  • Article 2. To see if the Town will vote to authorize the initial expenditure of $18,717.46 from the Town Building Reserve Account to spend on LED lighting upgrades for the Town Office and Community Center. This project is eligible for an Efficiency Maine rebate of $5,919.62 and Nature Conservancy grant of $2,960. The Town will be refunded a total of $8,879.62.

  1. $10,217.46 Cost of lights

  2. $8,500.00 Estimated labor and materials. Boucher-Libby Electrical Contracting LLC

  3. -$5,919.62 Efficiency Maine rebate

  4. -$2,960.00 Nature Conservancy grant

  5. $9,837.84 Total cost to Town after rebate and grant monies applied

  • Article 3. To see if the Town will vote to adopt an ordinance titled "Dog and Other Animal Ordinance" that allows the Animal Control Officer to enforce and regulate barking dogs, dogs running at large, dangerous dogs as well as other domestic animals, and the enforcement of MRS Title 7, Chapter 739, Subsection 4011, pertaining to animal cruelty within the Town of Baldwin.
